Joe Picard Obituary - Visitation & Funeral Information

JOSEPH PICARD – 69, of Lower Township, formerly of Norristown, PA, passed away peacefully on Saturday morning, May 28, 2022 in the comfort of his home. All who knew Joe knew that he took great pride in his long career in Public Works, first as a Director of Public Works for the Borough of Norristown, then as the Superintendent in Cape May. While his wife liked to call his work the “bikini watch,” Joe made sure that the streets were safe and that Cape May remained an enjoyable and clean town for all. Joe was not a man of many hobbies, but instead a man with many passions. He loved his accordion and singing. He loved to help his family and friends with any home project. Joe was principled in his words, but showed love and affection to his family with acts of service. He was always there for his friends and family with a helping hand, a cup of coffee, or one of his many, many stories. Beyond all of his other passions was his love of animals. From Taz to Molly to Bubba to Trixie, he loved dogs and loved to care for them. Joe loved his pets because they were just like him: quiet, easily excitable, and content to sit and people-watch for hours on end. He was often very quiet, but his stories would light up a room when he spoke. He refused to fly, but loved long car trips and cruises with his wife. He never knew the new music on the radio, but could sing you any song written in the 70’s or earlier. He loved Crown Royal and received several bottles a year, but leaves behind a collection of dozens of bottles that will remain unopened and admired, just like Joe would’ve done. Joe was a solitary person, but touched the hearts of hundreds of family and friends who will miss him forever. His family now takes solace in the knowledge that he is reunited with Bubba, people-watching his loved ones in a pool somewhere in the great beyond. He is predeceased by his parents, Anthony “Mushy” and Anne Picard, and of course most recently by his best four-legged friend, Bubba. Joe is dearly missed and forever loved by his family which includes his wife, Julie (nee Sylvester); two sons, Joseph (Rebekah) Picard and Phillip (Matthew) Sylvester; two grandchildren, Karlie and Gavin; his sister, Andreana “Andi” Picard; and his beloved grand dog, Trixie; as well as his extended family. Joe’s memorial ceremony and celebration of life will take place on Wednesday (June 8th) at 11am in the Spilker Funeral Home, 815 Washington St., Cape May where friends will be received by his family from 10am until 11am. Just like Joe would have wanted, his family asks attendees to dress in their “Joe” best - casual and comfortable, Hawaiian or Bowling Alley style preferred. Interment will be private and at a later date.
